Dhaka, September 25, 2026 — NCC Bank PLC has signed two separate agreements with Bangladesh Bank to participate in two refinance schemes of the central bank aimed at increasing financing for environment-friendly industries and technology-driven initiatives. The agreements were signed at the central bank's headquarters in Dhaka.

📋 The Two Refinance Schemes

Under the agreements, financing will be provided under:

  1. 🌳 “Refinance Scheme for Green Factory Building and Green Industry Sector” — with a fund size of Tk 1,000 crore.
  2. 💻 “Refinance Scheme for Development of the Information and Communication Technology Sector” — with a fund size of Tk 1,000 crore.

Each scheme has a fund size of Tk 1,000 crore, which will expand opportunities for financing environment-friendly industrialisation and technology-driven initiatives.

👥 Signing Ceremony

M Shamsul Arefin, managing director of NCC Bank PLC, and AKM Nurunnabi, director of the Sustainable Finance Department of Bangladesh Bank, signed the agreements. Nighat Mumtaz, executive vice-president and head of sustainable and women's banking at NCC Bank PLC, was also present, along with relevant senior officials of both institutions.

🌳 What The Green Refinance Scheme Supports

Through the refinance facilities, opportunities will be created to finance:

  • 🏭 Construction of green factories — including LEED-certified manufacturing facilities.
  • 🏭 Environment-friendly industrial infrastructure — including solar rooftop installations, energy-efficient equipment, and water recycling systems.
  • 🏭 Transformation of existing industrial establishments — into more environmentally compliant and resource-efficient production systems.
  • 🏭 Various ICT-driven initiatives — under the technology sector scheme.

💼 Why Green Financing Matters For Bangladesh

Bangladesh's RMG sector has the world's highest number of LEED-certified green factories — with over 200 certified facilities. The green refinance scheme supports this trend by:

  • 🌳 Reducing the cost of green factory construction — through preferential interest rates.
  • 🌳 Encouraging environmental compliance — in line with international buyer requirements.
  • 🌳 Supporting carbon emission reduction — in Bangladesh's industrial sector.
  • 🌳 Improving resource efficiency — in water, energy, and waste management.

💻 Why ICT Financing Matters For Bangladesh

The ICT sector refinance scheme supports Bangladesh's digital economy ambitions:

  • 💻 Technology startup financing — addressing the funding gap for early-stage tech companies.
  • 💻 IT infrastructure development — including data centres, software parks, and digital platforms.
  • 💻 Software and IT services export — supporting Bangladesh's growing IT export sector.
  • 💻 Digital skills development — through technology training and education initiatives.

🏛 Bangladesh Bank's Sustainable Finance Framework

The two refinance schemes are part of Bangladesh Bank's broader sustainable finance framework, which includes:

  • 🏦 Green banking guidelines — requiring all banks to adopt environmental risk assessment.
  • 🏦 Green refinance schemes — providing preferential financing for environmentally friendly projects.
  • 🏦 Sustainability reporting — requiring banks to report on their green financing activities.
  • 🏦 Women's banking initiatives — as reflected in NCC Bank's dedicated women's banking division.

💼 NCC Bank's Strategic Positioning

For NCC Bank, the agreements represent a strategic positioning in sustainable and technology financing. The initiative will:

  • 💼 Expand the scope of sustainable financing at NCC Bank.
  • 💼 Create opportunities to more effectively link financing with efforts to reduce carbon emissions.
  • 💼 Reduce the industrial sector's carbon footprint — through targeted financing.
  • 💼 Advance environmentally sustainable industrialisation — along a green growth path.

📜 Looking Ahead

For NCC Bank's customers — particularly in the RMG, manufacturing, and ICT sectors — the refinance schemes provide access to preferential financing for green factory construction and technology investments. This supports Bangladesh's broader goals of:

  • 🌳 Environmental sustainability in industrial production.
  • 💻 Digital transformation of the economy.
  • 💰 Attracting international buyers who require green compliance.
  • 🌏 Preparing for LDC graduation with a more competitive and sustainable industrial base.

The agreements demonstrate NCC Bank's commitment to aligning its financing activities with Bangladesh's sustainable development and digital transformation agenda — positioning the bank as a partner in the country's green and technology-driven growth story.
