Executive Summary
The Semiconductor sector is the newest addition to Bangladesh's export portfolio. The country made its first semiconductor export in 2023 (via Ulkasemi, a Bangladeshi-Canadian JV) — exporting IC design services and selected chip components. Export value FY2023-24: USD 8M (estimated, HS-8542 electronic integrated circuits). The sector is at the design and assembly stage — Bangladesh does not have wafer fabrication. The government has designated a semiconductor cluster in the Bangabandhu Hi-Tech City (Kaliakair). Major companies: Ulkasemi, Neural Semiconductor, South Tech Renewable Energy, Jensen Bangladesh. Skill base: 5,000+ VLSI/IC design engineers (the largest in South Asia outside India). Bangladesh received a major boost when the US CHIPS Act 2022 included Bangladesh in the ITSI (Information Technology and Innovation Foundation) programme for semiconductor workforce development. Government target: USD 4B semiconductor design export by 2035. Investment incentives: 10-year tax holiday, 100% foreign equity allowed.
