Duty-Free Quota-Free Market Access (EU EBA)

Bangladesh benefits from the European Union's Everything But Arms (EBA) initiative, which grants duty-free quota-free market access to all products (except arms and ammunition) originating in Least Developed Countries. The EBA has been in effect since 1 March 2001 and is a permanent feature of the EU's Generalised Scheme of Preferences (GSP). For Bangladesh, this means 100% tariff elimination on all EU tariff lines (approximately 11,000+) for products meeting the EBA rules of origin. Bangladesh is the largest beneficiary of EBA — EU imports from Bangladesh under EBA totalled EUR 24.6 billion in 2023, of which 92% was textiles and clothing. From 2024 onward, Bangladesh is also subject to the EU GSP Regulation 2024/1371 which adds sustainability requirements (labor rights, environmental standards, human rights) under a "GSP+ conditioning" mechanism. Bangladesh's transition out of LDC status (scheduled for November 2026) will trigger a 3-year transition period during which EBA benefits continue, after which Bangladesh must apply for GSP+ status.
