Dhaka, September 29, 2026 — The Bangladesh Securities and Exchange Commission (BSEC) has ordered the Dhaka Stock Exchange (DSE) to ensure unified back-office software so that real-time data of all brokerage houses can be tracked and they cannot embezzle funds of general investors. The directive comes as the DSE began compensating investors affected by the Tk 492 crore brokerage scam.

📊 The Scale Of The Scam

BSEC Chairman Masud Khan said around 18,000 investors were impacted by Tk 492 crore in the five brokerage houses, which he described as “alarming information”.

💬 “And we do not want to be alarmed anymore,” he said as chief guest at a ceremony held at the DSE office, where the stock exchange started handing over cheques to affected investors.

💰 Compensation Underway

The DSE will pay up to Tk 5 lakh each to 17,332 investors affected by the embezzlement of five brokerage houses:

  • 🏢 Moshihor Securities
  • 🏢 Banco Securities
  • 🏢 Crest Securities
  • 🏢 Tamha Securities
  • 🏢 Shah Mohammad Sagir & Company Ltd

Initially, 17,332 investors will receive a total of Tk 72 crore from the Investors Protection Fund (IPF) under the DSE within the next three months. The rest will get the money afterwards.

📜 BSEC's Digital Overhaul Directive

At the event, the BSEC chairman said what happened in the brokerage houses must not be repeated. Key directives include:

  • 💻 Unified back-office software — highly protected, providing real-time data so regulators can monitor daily how much money is in brokerage houses' bank accounts and consolidated customers' accounts (CCA)
  • 💻 Order Management System (OMS) adoption — all stock brokers must implement OMS
  • 💻 Real-time monitoring — reducing the need for manual oversight

💬 “Once this is done, less monitoring will be required on our part. The regulator will only need to check occasionally to see if there is any deficit,” Masud said.

💬 Restoring Investor Trust

The BSEC chairman acknowledged the damage to investor confidence:

💬 “Those who invested this money had the trust that they would get further returns from it. Many suffered losses and were living very difficult lives. This lack of trust is surely reflected in the stock market today as well.”

The regulatory body will try to restore trust in the market by taking a series of measures.

👥 BSEC Commissioners' Remarks

Nafeez Al Tarik and Hossain Sadat, commissioners of the BSEC, also spoke at the event and emphasised systems and practices so that such an experience never comes again.

💬 DSE Chairman's Statement

DSE Chairman Mominul Islam expressed regret on behalf of the stock exchange for the pain of the investors:

💬 “Investors may incur losses due to market ups and downs, but this type of financial and psychological loss is not expected at all.”

He thanked the broker community for their contribution to the Investors Protection Fund and promised to return funds whose claims are over Tk 5 lakh.

💼 Why This Matters For Bangladesh's Capital Market

The BSEC's digital overhaul directive represents a watershed moment for Bangladesh's capital market:

  • 💰 Investor protection — the unified back-office system will prevent future embezzlement
  • 💰 Market confidence — restoring trust is essential for attracting new retail investors
  • 💰 Regulatory effectiveness — real-time monitoring replaces after-the-fact audits
  • 💰 Digital transformation — aligns with Bangladesh's broader digital agenda
  • 💰 International standards — brings Bangladesh closer to global best practices in securities regulation

📜 Looking Ahead

With the compensation process underway and the digital overhaul mandated, Bangladesh's capital market is entering a new phase of regulatory oversight. The coming months will see:

  • 📝 Implementation of the unified back-office software across all DSE brokerage houses
  • 📝 OMS adoption by all stock brokers
  • 📝 Completion of compensation payments to remaining investors
  • 📝 Recovery of additional funds through asset sales of defaulting brokerages
  • 📝 Strengthened BSEC monitoring capabilities

For Bangladesh's capital market, the BSEC's decisive action — combined with the DSE's compensation programme — represents a meaningful step towards rebuilding investor trust and preventing future brokerage fraud.
