Full Guide

Bangladesh's export sector is organised around sector-specific associations that play a critical role in quota allocation, compliance monitoring, policy advocacy, and member services. For most export categories, association membership is mandatory before you can obtain the ERC (Step 4).

The major associations are: BGMEA (Bangladesh Garment Manufacturers and Exporters Association) for woven RMG — currently 2,180+ member factories, BKMEA (Bangladesh Knitwear Manufacturers and Exporters Association) for knitwear — 1,500+ members, LFMEAB (Leather Goods & Footwear Manufacturers & Exporters Association of Bangladesh) for leather goods and footwear, BFAI (Bangladesh Frozen Foods Exporters Association) for shrimp and frozen fish, BJEA (Bangladesh Jute Exporters Association) for jute goods, BAFF (Bangladesh Agro-processed Food Exporters Association) for agro-processed foods, BAPI (Bangladesh Association of Pharmaceutical Industries) for pharmaceuticals, BASIS (Bangladesh Association of Software and Information Services) for IT/software.

Membership fees vary by association: BGMEA membership fee is BDT 1.5 lakh + annual subscription BDT 36,000; BKMEA is similar; LFMEAB is BDT 50,000 + BDT 12,000/year; smaller associations are cheaper. Required documents: ERC (or ERC application proof), Trade License, TIN, BIN, Bank Certificate, factory layout plan, environmental compliance certificate (for manufacturing), and ISO certification (for some sectors).

Membership benefits include: access to the association's quota allocation system (relevant for countries with quota restrictions), GSP/EPA Certificate of Origin issuance (Form A, Form APTA, Form SAFTA), arbitration in trade disputes, market intelligence reports, access to international trade fairs (subsidised stall costs), training programmes, and representation in government policy consultations. The BGMEA building in Dhaka also houses testing laboratories, a health centre, and a crisis management team.

Processing time: 2-4 weeks. The association will typically conduct a factory inspection before approving membership — verifying fire safety, structural integrity, worker welfare facilities, and environmental compliance.

Do-This Checklist

  • Identify the correct association for your sector
  • Prepare factory compliance documents (fire, structural, environmental)
  • Submit membership application with all documents
  • Pay membership fee (BDT 50,000 to 1.5 lakh)
  • Schedule factory inspection by association team
  • Receive membership certificate (valid 1 year, renewable)
  • Use association code on all future export documents

Common Pitfalls to Avoid

  • Joining wrong association — certificate not accepted for ERC
  • Factory inspection failed — non-compliance with safety standards
  • Not renewing annual membership — ERC renewal blocked
  • Not using association code on export forms — incentives not processed
