Mahbubur Rahman

Mahbubur Rahman is the President of ICC Bangladesh, the national committee of the International Chamber of Commerce — the world business organization founded in 1919 with members in more than 170 countries. He was re-elected to a second term as ICC Bangladesh President for the 2026-2028 cycle in September 2026, having previously served as President from 2020 to 2022.

Beyond his ICC Bangladesh role, Mr. Rahman is the Chairman & CEO of ETBL Holdings Limited, the parent company of Eastland Insurance Limited and a diversified Bangladeshi conglomerate with interests in insurance, manufacturing and trading. He founded the group in 1992 and has led it through more than three decades of growth into one of the country's established private-sector business houses.

A career business leader and trade-policy advocate, Mr. Rahman has held several apex trade-body positions in Bangladesh, including President of the Dhaka Chamber of Commerce & Industry (DCCI), President of the Bangladesh Employers' Federation (BEF), and Chairman of the Board of Trustees of the Bangladesh Foreign Trade Institute (BFTI) — the commerce ministry's trade-policy research arm. He has also served as a director of the Federation of Bangladesh Chambers of Commerce and Industry (FBCCI).

🌏 ICC Bangladesh Leadership

Under Mr. Rahman's leadership, ICC Bangladesh — founded in 1994 — has continued to promote foreign trade and investment, harmonize trade law and rules (including Incoterms® 2020 and UCP 600), and act as the "Voice of Business" bridging the public and private sectors. ICC Bangladesh's membership comprises trade organizations, banks, leasing and investment companies, insurance firms, law firms, national companies and multinationals that together represent roughly 80% of the Bangladesh economy.

Working closely with ICC's global secretariat in Paris, Mr. Rahman represents Bangladesh's private sector at international forums including the G-20, World Bank, WTO, ADB, UNCTAD and OECD. He regularly moderates high-level policy dialogues and has hosted heads of state, ministers, diplomats, and global business leaders at ICC Bangladesh events.

🏭 ETBL Holdings & Eastland Insurance

As Chairman & CEO of ETBL Holdings, Mr. Rahman leads the parent group of Eastland Insurance Limited, one of Bangladesh's established private non-life insurance companies, alongside manufacturing and trading subsidiaries. The group maintains its headquarters in Dhaka with active operations across Bangladesh.

🎓 Education

Mr. Rahman holds a Master's degree in Economics from the University of Dhaka. His career has combined economics training with hands-on business leadership across insurance, manufacturing, and trade-body governance.
